Meaning of "Rome Had Pretty Good Roads" Meme

The reference to Rome having good roads is true - the Romans engineered an extensive system of roads that connected the farthest reaches of their empire. Many of those roads (or remnants of those roads) can still be seen to this day. The question in the meme screenshot has to do with the fall of empires, of which there seems to be a cycle with common characteristics. Since the USA is arguably an empire, it makes sense to compare it to one of the most famous and greatest empires of the past - Rome.
