This meme is supposed to show a scene from a James Bond 007 movie in which the villain is playing Hungry Hungry Hippos with James Bond. The villian is slyly commenting on James Bond's strategy at the game. It is a humorous parody of a typical scene of this type in Bond movies where secret agent 007 is usually playing poker, or baccarrat or some other "casino"-type game against the villian.
